Do companies keep their phones a bit under powered than what they are capable of???

With the concept of over clocking Android devices and rooting to get better performance out of the same hardware, arises the question that does the phone company keep your device under powered just to increase the sales of the higher model for their greed and money?? I think yes, they do play with craving for 'just that little bit more specs' and trick us into buying the higher version with specs that might just be over kill for the user.
Another classic example is when high end power houses like the Samsung Galaxy S2 be said to incompatible with games like Riptide GP... stating that it is so because of the absense of an nvidia GPU... But the same S2 can run the game flawlessly when the game is tricked into thinking its an nvidia GPU with root apps like ChainFire 3D. This got thinking and now I have arrived to the conclusion that yes, phone companies do keep there phones a bit under powered for their greed( this isn't true for every low end device that doesn't fulfil your wishes).
